Proposal Progress: Trying some Low-hanging Fruits (Compiling on ARM platform)

Progress Update
I've tried to build the steemd (Ubuntu24.04) on ARM using the following command - and it won't work yet.
docker buildx build --no-cache --platform linux/arm64 -t steem:ubuntu24-arm64 -f deploy/Dockerfile.ubuntu24.04 .
I'll look into fixing this - hopefully this is just some low hanging fruit. With the ARM64 support, we may just run steemd on raspberry PI (using the docker).
