gerrymandering

The art of manipulating electoral districts to obtain political advantage, often exercised by political parties or candidates. Generally considered as something wrong in the sense of political virtue, since it's just a manipulative operation, no laws or electoral rules are broken in the process.

This is first exercised by Elbridge Gerry (Massachusets state president in 1812), electoral districts he picked was resembling the animal "semender". Because of this, surname of Elbridge and semender combined, creating the adjective "gerrymandering".
