They did Not think of it I suspect. This is a planning failure, and is why those who write software need others involved in the planning process.
When you plan in isolation, with only those who solve everything by a software patch, more obvious ways to get the same results are sometimes missed. Software repairs can be more complex than simple changes that could get the same results.

Well said. I remain hopeful, though, that they have the long-term best interests of all Steemians in mind, not just those of the whales.
I think they are trying, they just planned in a vacuum and didn't capture all the real world problems. Now they are trying to address them without another hard fork change.
I just hope the include all the new input they have received in any new solution they work up. They surely understand that whales can't live without plankton....
