I Did Mean It In No Bad Way

A visibly upset mother, wants to know why in the middle of September, would a store clerk ask her Son if he's going trick-or-treating tonight. Was this racist and or insensitive to culture, or a simple misunderstanding?

The store clerk, concerned for her safety, was in a loss for words.
