I don't think current power brokers would let it slip so easily. Democracy 3.0 is a fiction and destined to stay that way at least for the foreseeable future.

Even if it is a fiction, it is very appealing and will do a lot of good to the humanity. Wasn't having a phone in your pocket a fiction just a few decades ago? I hope democracy 3.0 happens during our life time.
