The U.S. government managed to develop the atomic bomb while maintaining absolute secrecy! Therefore, nobody should be surprised that weather modification technologies are been kept away from the public.

this is not surprising to me. during the occupy movment the camp i was in was destroyed by a hurricaine, the first in Scotland for 100 years. Its went right over my head.
