The fee is not a new rule, we have been taking fees since the launch of the application. The compensation is a new thing, that aims at correcting this (so you can use bid-bots and not lose any money).
All posts that are now aged less than 3 days will be compensated, and we're already paying compensation since 2 days now. If you give me the link to the post that has not been compensated (more than 2 days old) I will compensate it manually (as the feature is still being experimented and there might be some fails, as stated in the post).
