Fuel scarcity in Nigeria. What is the cause and why is it lingering still?

Initially when the fuel scarcity started in mid December, I personally thought it was due to Christmas festival. Because that has been the development in recent times. However as at the time of gathering this report the fuel is still scarce.

Though some filling stations still sell but at a price higher than normal. Most do not even have fuel to sell while few refuse to sell what they have.

What I don't understand is why scarcity is still lingering. I don't know who to be held responsible because the government is not helping the matter. The independent marketers too is not telling the truth. The kettle is calling the pot black.
