In a state, there would be civil war and refuges and here... users will just leave and never come back :( They don´t see the problem, because in the short run, self-vote-whales are benefiting from fewer people: the rewardpool is distributed to a smaller set and voting-circles become tighter, this makes the whole situation worse.
