Brain fart? Universal problem?

Consider this headline:

‘No evil’ Putin will not commit to hold on to power, Zelenskiy says

What does it seem to mean? Did it take you a while?

I read it as if it had this structure:

‘Ugly’ Putin will not commit to hold on to power, Zelenskiy says

That is, it seemed to begin with an adjective. Even knowing what it means, I have a hard time reading it properly, because quotes like that often surround a nickname adjective.

If it has said

‘No evil Putin will not commit’ to hold on to power, Zelenskiy says

I would have no problem reading it.

Alas, apparently that entire thing wouldn’t be an accurate quotation
