I hope that anti-social does not include not being very good socially, or socially awkward.

Anyway, a community does need to police things this much to have a good community. What happens when you disreputable/obnoxious group gather it destroys the community.

However, current police officering is now using a sledgehammer to crack a nut. Any youths arrested for "disrupting the peace" now have an arrest record. And with an arrest record, your resume goes to the bottom of the stack.

Destroying people's lives vs keeping a good community?

What we really lack is something to engage this "anti-social" crowd. And, what is worse, is they are usually like this because they aren't part of the community. So, the community is pushing out the problem... but with no where to go, it just comes back to bite them.
