Optimizing for both racism and anti-racism are zero sum games.

Imagine you had a friend who rated 100,000 Asian people, and decided basically all of them have bad personalities. Imagine he also said that all 40,000 black people he rated had great personalities and that the 100,000 white people he rated had personalities ranging from OK to great. You'd probably think this friend is pretty racist.

If you want, imagine your friend turns out to be insincere. He doesn't even mean it. But he is willing to lie about this for money and to please his bosses. Again, racist, but in a different way.

But that's what the Harvard admissions officers did. So, they are racist. They didn't lose their jobs, though, despite Harvard's supposedly strong anti-racist stance. And lots of faculty support this because they are, well, racist. One of the fun things about the 2010s and 2020s is that people who call themselves "anti-racist" tend instead to be very racist.
