The administration nowadays had been somewhat ambigious on what type of federal state they wish to pursue and the changes in the constitution. Therefore the existint is also ambigious.
It can be a great step though for Mindanao if and if there would be change in taxation, let us say, we get most of the revenue back to our place instead of giving it to the central government. Companies operating in Mindanao should give pay their taxes in Mindanao instead of paying it in Manila. They are causing environmental hazzards yet the host communities receive a small portion of what they should be receiving instead.
I really find the recent scheme unfair
Taxation states that a corporation should pay its Corporate taxes to the Revenue District where its head office is located.. and Majority of the Head Offices are in Makati. The exploitation of the provinces by imperial Manila
That is why there should be a reform on this. I rest my case. Hahaha!

Ask not what your country can give you, but ask yourself what you can give to your country :) ... Even Fascism made Germany great during WW2. Communism made Russia Powerful. Federal America became great also. No matter what the government system is, as long as the people is ready to cooperate for national progress then it is possible!
I view progress not just by economic terms. I assumed that it involves all crucial parts of development and growth such as human rights which was clearly violated by the Fascist government led by the Nazi. If you have read the entire post, you would have noticed that I included the peace in Mindanao. 😊
Gone are the days when we only look at the GNP and GDP. Gross National Happiness has become a barometer as well when we speak of this matter. The entire welfare of the population must be secured by the state.
