Every community system is created by people to achieve any goal. Since society is made up of living representatives of a highly organized organizational squad, created by nature and having the ability to think, they know the world through the embodiment of their mission in it as objects of nature and society.

The dual nature of humans as a result of natural evolution and social relationships between individuals, raises the minds of every member of society about how to organize their lives according to their own ideas about themselves and others, about their place in society. Creating favorable conditions for the coexistence of people in society and every individual in it, it requires an answer to the question - what to do in this case, how to achieve harmony, or at least the coexistence of free conflict and the distribution of just wealth?

The first thing that comes to mind is the creation of rules for living together in a particular region, not including conflicts between individuals or groups. It is necessary to choose an authoritative, clever and experienced community representative for the development of optimal and fair rules, to require everyone to follow and obey them, and to punish non-compliance. For this, we need a special tool in the form of a state system with all its attributes.

The second most important task is to solve the daily bread problem: how can people get good from nature and in what way to satisfy everyone's first natural need in housing, food, clothing and maintain health and life? Therefore, the state apparatus must develop a model for creating and distributing the income of the community among its members according to several criteria.

To address these important issues, the community is obliged to determine the purpose of its existence and the economic doctrine of state development, otherwise the lag of the standard of living of the population due to the influence of external factors acts unexpectedly and spontaneously. In modern dramatic conditions, the outbreak of old industrial social formations that have become obsolete over the past few decades, and the formation of post-industrial knowledge-based economies, the definition of state development goals is the main task of society.

The goal is an awareness of the need to move in a certain direction to achieve the desired state of the economic system that meets the needs of all. The most difficult thing in determining the goal is the idea of ​​a desired system state in the future, because it is always ambiguous and depends on many factors.

But instead of searching for targets of the economic system, the state, represented by the ruling superstructure and serving its party and propaganda the nomenclature throws imaginary values ​​in the form of national ideas, disrupts, and already prints and brainwashed people. of the real problem.

No matter how our "leader" justifies the difficulty of economic development of the country with the threat of the enemy (this tradition is practiced by all those in power by tradition), but the fact remains: for all time the Russian Empire, it was never imitated to other countries in relation to economic development model. . On the contrary, it has always borrowed heavily from Western European countries - fashion, architecture, technology, technology, transportation, culture, science ... However, this is not evidence for many of our fellow citizens about the eternal defeat in the Russian and modern Russian empires of the country - countries that do not consider their neighbors as enemies and manage to solve internal economic problems.

The lack of economic objectives for the state means that these goals are replaced by other tasks that are inconsistent with the goals of society. What the true purpose of the state can be determined by the decisions made and their impact on the living standards of the majority of the population.

A conscious choice of purpose requires the use of appropriate means to achieve it. If the choice of state development goals is determined by "leaders", the means to achieve goals depend on economic potential, which means the availability of resources and their rational use for maximum value production. In this process, their labor and intellectual resources are at the center of attention. There are many publications about intellect, but when it comes to implementing proposals to build intellectual capital in the country's economy, there is no significant breakthrough.

Although the nation's intelligence is quite high (0.97), it is not used as much as 50%, because the economy is dominated by third or fourth generation businesses that do not require the application of mental work, whereas in developed countries the proportion of mental work workers is consistently increasing.

It should be remembered that not every goal justifies the way, but only that is addressed for the benefit of society. If the goal of pursuing an expansion of its influence on other states or strength on them by force of arms, it is a foolish goal, leading to the impoverishment of the population, and if the aim is to make free education compulsory and obligatory - it is a very noble goal and can not feel sorry for the funds.

It seems to be easier - pick a noble goal, direct the resources needed to achieve it and reap the rewards. But that's it. The state has its own layout, more clearly where to place public money and there will always be minions who serve the state and justify their folly in such a way that everyone believes in their suitability.
