Unfortunately the way DTube currently plays this video, September 26th of 2019, the bottom half of the video is cut off, due to the original Instagram videos unique shape... however this video can be viewed correctly on FaceBook and Instagram, and perhaps future changes to DTube might allow the video to be viewed correctly.
