I think I made a mistake, or two... Because:

Yeah, this is a brilliant suggestion looking at a general perspective but then I think it is bad one because dpoll is built on Steem and I cannot think of people interacting and carrying transactions on the Steem blockchain without having a Steem account.

Why not? Blockchain could store the ip-address and other data to identify the user (not very secure, I know). Or assign a temporal random identifier to protect voters privacy.
And how do non Steem users go about voting on stake weighted polls? Or a poll with recommendations (account age, SP, number of posts) like that of theycallmedan?

Maybe a new poll type should be created, like "external" or "global" polls
Another aspect too is how would this move be cost effective? Or how will those at Dpoll benefit from this action?
The earn our witness votes, post votes and SP delegations for their work. Now, what will they get from making it possible for non-steem users to vote? Apply a subscription fee or something. Sure no one will want to pay anything

That's why internet media is living from advertising. I don't mind a simple banner to the right or on the downside, I hate if the page is full of ads and trackers.
But a poll with 10-15 participants is only a childrens game.
