"Doctor Who" Ruth Doctor

Has anyone got any idea where the Ruth Doctor fits into the Doctor's timeline? I think that, since we never saw the regeneration, that she may come between the second and third Doctors. Also, her TARDIS seems to go along with that idea. But, it still leaves me wondering. Does anyone have any input?
