Duterte ‘vows’ Cebu City to get LRT if Labella wins

Sounds like a good plan for the administration to put LRT development in the Cebu City, but, why would there be in need for any condition like this one. What if that man running for a position in the government doesn't win in this coming midterm elections on May 13, 2019? I don't think so...Tsk..
