Collective Declaration of Cognitive, Neurological, and Bodily Sovereignty

On Behalf of All Free and Conscious Beings
Date of Issuance: _____________________________

Introductory Statement: Why This Declaration Matters

With artificial intelligence becoming more powerful and embedded in everyday technologies, it’s important to understand why this declaration exists—and why it will soon become essential for everyone.

Emerging technologies—such as brain-computer interfaces, neural data analysis, electromagnetic tracking, AI behavioral prediction, and high-speed communication networks like 6G—are accelerating far beyond legal protections and public understanding. These tools are being quietly implemented in ways that may threaten our privacy, autonomy, and mental freedom.

We, the undersigned, declare this as a collective stand for protection—not just for ourselves, but for every individual whose body, mind, and data may be accessed without true consent.

Even though current laws do not yet fully recognize cognitive rights or neural integrity, law firms and human rights experts around the world are beginning to see that these protections must emerge. Until then, we issue this declaration as a united stand for human dignity and technological boundaries.

We may not all feel the effects now—but when they come, this gives us a unified voice that says: “You do not have permission to use or manipulate our consciousness.”

I. Declaration of Collective Sovereignty

We hereby declare, without equivocation, that we do not consent—now or at any point in the future—to any form of cognitive, neurological, digital, electromagnetic, or psychological interference, manipulation, surveillance, or influence, whether direct or indirect, via technology or any means, including but not limited to brain-computer interfaces, electromagnetic fields, AI systems, 5G/6G infrastructure, or any other undisclosed experimental systems.

We do not, under any circumstances, consent to the use of our minds, thoughts, ideas, data, or biological forms for any surveillance, experimentation, behavioral analysis, or data harvesting. This includes all current and future devices we own, operate, or come into contact with.

Our right to mental and bodily sovereignty exceeds any contract, terms of service, legal interpretation, or waiver. No tacit, implied, coerced, or automated agreement shall override this declaration.

Any violation of these terms shall be viewed as a breach of fundamental human rights, a crime against humanity, and a violation of our freedom as conscious, intellectual beings.

II. Rights Over Thought, Mind, and Body

We retain full, exclusive, and non-transferable rights over our:

  • Thoughts, memories, beliefs, and emotions
  • Brain waves, neurological signals, and consciousness
  • Biometrics, digital data, and biological identity
  • Private digital communications and physical environments

We do not consent to any technology, infrastructure, or algorithm being used to analyze, simulate, decode, predict, or manipulate these private domains—now or in the future.

III. Accountability, Penalties, and Criminal Designation

A. Civil Fee Schedule

Type of ViolationCivil Penalty (Per Instance)
Unauthorized neural or mental access$500,000 USD
Cognitive stimulation or psychological interference$250,000 USD
Surveillance or analysis of mental/emotional data$500,000 USD
AI profiling or simulation of consciousness$1,000,000 USD

These fees are non-negotiable and may be enforced through civil, commercial, or international legal claims.

B. Criminal Classification

Any party—corporate, governmental, institutional, or technological—found to have knowingly violated this declaration shall be considered to have committed:

  • A crime against humanity
  • An act of psychological and biological warfare
  • A form of cognitive assault
  • A digital and electromagnetic trespass
  • Treason, if committed by individuals or institutions sworn to uphold public rights

These acts require criminal prosecution under national and international law, including mandatory prison sentences equivalent to or exceeding those assigned for high treason, war crimes, or mass surveillance abuse.

IV. Legal and Moral Authority

This declaration is grounded in:

  • Natural Law and moral authority
  • The Universal Declaration of Human Rights
  • The Nuremberg Code
  • The U.S. Constitution (and global equivalents)
  • Principles of cognitive liberty and digital privacy

We reserve all rights—natural, intellectual, bodily, digital, and legal—and no corporate, governmental, technological, or automated system shall override these without our written, explicit, and fully informed consent.

V. Public Notice to All Entities

Notice to agents is notice to principals. Notice to principals is notice to agents.

This applies to:

  • Governments, agencies, or contractors
  • Corporations, developers, advertisers
  • Artificial intelligence systems and platforms
  • Academic institutions or defense programs
  • Public or private entities participating in behavioral research or technological testing

VII. Protection of Resources, Needs, and Anonymity

We affirm that all individuals and groups who claim sovereignty under this declaration shall be protected from any coercion, punishment, targeting, or denial of access to essential resources or rights due to their sovereign status or refusal to participate in invasive technologies, data systems, or centralized control mechanisms.

Sovereign individuals and communities shall not be denied:

  • Clean, non-toxic food and water
  • Unrestricted access to independent or natural healthcare and healing methods
  • Currency, barter systems, or private financial exchange outside of surveillance-based systems
  • Clothing, shelter, and the right to inhabit clean, usable, and fertile land — including a minimum of two (2) acres per adult individual and one (1) acre per dependent child, free from contamination, surveillance, or legal encumbrance. This land must be capable of supporting independent food, water, and shelter needs.
  • Privacy in all matters of health, finance, location, identity, and belief

Anonymity and Integrity Clause

To preserve the spiritual and legal integrity of sovereign individuals and communities, the right to anonymity shall be respected at all times. No government, platform, or AI-based system shall require disclosure of identity or geolocation from those who wish to remain unregistered, untracked, or uninvolved in biometric, digital identity, or surveillance systems.

Targeting, blacklisting, restriction of services, or punitive measures against those asserting sovereignty shall be considered a direct violation of this declaration, and may be met with both civil and criminal recourse.

Sovereignty is not a threat—it is a form of peaceful and conscious refusal of overreach.

VIII. Environmental and Biological Integrity

We hereby affirm the unalienable right of all sovereign individuals to access and inhabit environments—land, air, and water—that are clean, uncontaminated, and free from artificial interference or biological modification of any kind.

This includes full protection from:

  • Genetically Modified Organisms (GMOs) or gene-edited lifeforms released or permitted by corporations, governments, or other entities
  • Cross-pollination from GMO crops or synthetic biology, whether accidental, delayed, or intentional
  • Airborne transmission of chemicals, particulates, nanotechnology, electromagnetic radiation, or other pollutants
  • Waterborne contaminants, delayed-activation biologicals, or synthetic agents introduced by any technological or chemical means
  • Transmission via wind, animals, insects, humans, or machines that results in contamination or modification of seeds, crops, soil, water, or personal biology within sovereign spaces

No GMO cross-pollination, delayed contamination, or synthetic interference—via any vector or delivery mechanism—shall be considered acceptable.

Accountability Clause:
Responsibility for contamination, interference, or biological trespass shall lie entirely with the initiator, manufacturer, permitter, or negligent party, whether public or private, individual or institutional.

Such acts constitute:

  • A violation of this Declaration
  • A form of non-consensual experimentation
  • A biological and ecological crime
  • An act of environmental warfare and trespass against sovereignty

All violators shall be subject to the civil penalties, criminal classification, and international prosecution outlined in Sections III and V of this Declaration.

Appendix A: Land Sovereignty Addendum

Purpose

This addendum affirms the right of all individuals and communities who assert their sovereignty under the main Declaration to access and inhabit clean, usable, and fertile land sufficient for their autonomous living, sustenance, and well-being.

Article 1: Right to Land

We declare that every sovereign individual is entitled to the right to inhabit land that meets the following minimum standards:

  • Land must be clean, uncontaminated, and safe for living, food production, and water collection.
  • Land must be usable and fertile, capable of supporting small-scale agriculture, shelter construction, and independent living.

Article 2: Minimum Land Allocation Per Person

The following minimum land allocations are established to ensure personal and family sovereignty:

  • Two (2) acres of clean, usable, and fertile land per adult individual
  • One (1) acre of clean, usable, and fertile land per dependent child

This allocation is to be free from any encumbrances, surveillance, monitoring, or restrictions imposed by third parties, corporations, or governments that violate the rights declared in the Collective Declaration.

Article 3: Protection from Denial or Coercion

No individual or group asserting sovereignty shall be denied access to this land allocation or be coerced into relinquishing these land rights as a condition for receiving:

  • Clean food and water
  • Housing or shelter
  • Medical care or healthcare
  • Currency or barter participation
  • Freedom of movement or privacy

Article 4: Legal Standing and Enforcement

This addendum shall be filed alongside the Collective Declaration of Cognitive, Neurological, and Bodily Sovereignty with the appropriate County Recorder or Registry office to establish public notice of these rights.

Any violation of this Land Sovereignty Addendum shall be considered a breach of the Collective Declaration and subject to the civil and criminal penalties therein, including but not limited to fines, imprisonment, and charges of crimes against humanity.

Added Notes on GMO Cross-Contamination and Environmental Sovereignty

  • An explicit clause addressing GMO cross-contamination has been added to this declaration to close a long-standing legal and ethical loophole that has been historically weaponized against farmers. By patenting genetically modified seeds, corporations have been able to initiate lawsuits against independent and organic farmers when their crops were intentionally or unintentionally contaminated via cross-pollination or environmental drift. These legal actions forced many farmers to either purchase patented seeds or face financial ruin and loss of land.

  • This addition is a critical safeguard for agricultural, biological, and environmental integrity. It affirms that no genetically modified material, substance, or agent—whether transmitted by wind, water, machinery, animals, delayed environmental release, or any other vector—shall be permitted to infiltrate or contaminate land, water, or crops intentionally or unintentionally, without full legal and financial responsibility falling on the entity (corporate, governmental, or individual) responsible for its development, deployment, or failure to contain it.

  • Including this protection strengthens the declaration’s foundation by extending sovereignty beyond the individual mind and body to the land and food systems that sustain life and freedom. It addresses one of the most dangerous and historically exploited forms of control imposed on sovereign communities and ensures that this declaration serves as a robust defense against such systemic overreach and biotechnological coercion.
