Yeap, they are the worst. I used to play MOHAA a lot back in the day and hackers basically killed the game. Back then there were anti-hacking software that players themselves created as the company didn't care much, but even then someone was finding ways to bypass it every other day. It ended up in a state where you knew the enemy player was hacking but couldn't prove it - at that level of gameplay you could just tell when someone did something completely unexpected and was consistent at it.

That was an overwatch ban. A vac ban has a different message. He had been hacking for a few days for sure. If the cheating player comes to pass this blocking stop, the account is immediately blocked and if this is the case even eliminated.
