I'd agree with much of what you have to say. Particularly, people wanting to interact with people lots of SP. That does attract folks. I think taking the time to write decent conscientious comments go a long way so go down this route, myself. Maybe the poster you're replying to won't appreciate it that much / have the SP to give a good upvote, but someone else often will come along and give it a good upvote. Which is enough for me. :)

Regards resteeming, yes, I'd say it's important but not to get people to follow you. Again, I try to get followers by the effort I'm prepared to put in commenting on people's posts. So, I only use resteemable to do my resteems (well, mainly, anyway). And that's because I've got in the first upvote after the 30 min mark ideally. Maybe it's a little cynical but if others see the original post (resteemable has many more followers than I do), both myself and the original poster could get to benefit by further upvotes coming along.

I do think that commenting is also a good way to gain followers and upvotes. As you are interacting with other peoples work, that they might appreciate.

Many good points about the resteeming benefits. I am not that good with the resteeming psycology, but I do listen to what you have to say. Yes everything is a bit cynical on STEEM I believe, but I think that it is good in some way.
