Thank you for the comment. A couple points I didn't make well within the original post:

  1. You would have to have sent someone funds in order to flag the transaction as fraudulent. I couldn't just randomly report your address as being a fraudulent address.

  2. You would get nothing for the act of flagging a transaction as fraudulent. However, when others chose to cancel their transaction to the same address, that is viewed as additional confirmation that the address represents a fraudulent actor, and at that point does the reward actual exist.
