Crypto really needs rules!!!

Thig like this must be prevented before it is too late, like in this bed news.
Someone knew that this could happen.
So I ask a question, why no one didn't react before?

And one more question, what you gonna do next?
Is there a safe exchange after this?
Do we need to worry now?
Who can guarantee us that similar thing will be prevented?
