A friend made that same mistake last week on Binance (sending Steem without memo), but after filling a report on their customer support, they reverse it after 4 days.
I learnt other exchange wouldn't have done that.., I don't know how true this is..., but Binance won our trust last week after reversing the fund.
Did Binance charge a fee when reversing the transaction?

Yes, they did(for 8000 Steem, they charge 0.01 Steem). But it was better than not having the fund at all again.
Wow... 0.01 steem is basically nothing... In my case, HTX charges a 0.04 ETH for processing the refund.

Exactly! This is actually not a big deal. Even if it were to be 5 Steem for the charges..
That's huge. That's a lot of money
