DEFINITION and brief SCOPE of TERMS
Artificial/Machine Intelligence - Artificial intelligence (AI, also machine intelligence, MI) is intelligence demonstrated by machines, in contrast to the natural intelligence (NI) displayed by humans and other animals. In computer science AI research is defined as the study of "intelligent agents": any device that perceives its environment and takes actions that maximize its chance of successfully achieving its goals. "The field was founded on the claim that human intelligence "can be so precisely described that a machine can be made to simulate it".

Human Intelligence - "Human intelligence is the intellectual prowess of humans, which is marked by complex cognitive feats and high levels of motivation and self-awareness. Through their intelligence, humans possess the cognitive abilities to learn, form concepts, understand, apply logic, and reason, including the capacities to recognize patterns, comprehend ideas, plan, solve problems, make decisions, retain information, and use language to communicate. Intelligence enables humans to experience and think."

Just as a child suddenly begins to understand words and speak them clearly after few months of blabbing, Human Intelligence may seem innate from infancy but progressively becomes live with realization of self and surroundings.

Algorithm - "a process or set of rules to be followed in calculations or other problem-solving operations (like the Effect Network), especially by a computer. In human behavior however, Algorithm could be compared to the step-by-step reasoning that humans use when they solve puzzles or make logical deductions."

If it suddenly seems in the process that the next expected effect wasn't attained, the baker might stop to wonder why, and possibly seek an alternative that yet won't deviate from the original intention of making cake.

MYTHS OF AI
The increasing advent of Artificially intelligent machines haven't been without criticism as more and more people fear that these machines would one day take over the entire workforce, with nothing left for the human workforce. "Some people also consider AI to be a danger to humanity if it progresses unabatedly. Others believe that AI, unlike previous technological revolutions, will create a risk of mass unemployment."

R. L. Adams quoted earlier has a different but not entirely unrelated view. In his article - 10 Powerful Examples Of Artificial Intelligence In Use Today - he said "The machines haven't taken over. Not yet at least. However, they are seeping their way into our lives, affecting how we live, work and entertain ourselves." This view of his is a paramount reason the Effect Network would be esteemed, as it would bridge the divide between machine and human workforce, making both to work together instead of in opposition, with no party robbing the other of any significance, but rather enhancing their mutual efficiency, effectiveness, and utility.

THE EFFECT NETWORK
This project introduces an open, decentralized network that provides services in the Artificial Intelligence market. The 3 phases of The Effect Network require no fees, have a low barrier of entry and provide fast growth to its users. It runs seamlessly on the NEO blockchain and is fueled by a network NEP-5 token. The effect of this network will define the future relationship between humanity and AI.

Objectives
The Effect Network would decentralize the AI technology, making more individuals and establishments able to contribute in a way or two in the development, test running, debugging and more of AI, thereby making AI a lot more accessible to and affordable for more people.

Sometimes when AI is rolled out into the market without due testing, bugs may surface, making the technology mostly unusable. With the Effect Network however, specialization and division of labour would come into effect, as different people at different places would specialize in inventing, testing, and debugging each new technology before presenting it in the AI market for purchase; This would minimize the number of bugs -if any remain- present in the AI technology.

Phases of the Effect Network
Phase 1 - Effect Force
"The first phase of The Effect Network will be an interactive marketplace for tasks that require human intelligence or involvement. A Decentralized Mechanical Turk called Effect Force. It allows anyone in the world to perform a wide range of tasks and receive fair payment. Tasks would include; Image Classification, Data Labeling and Transcribing Audio. It will give AI developers and businesses access to a large workforce of human intelligence to train AI algorithms. When a worker completes a task, they are paid with with a network NEP-5 token."

Phase 2 - Effect Smart Market
"The Effect AI Smart Market is a decentralized platform where people can offer and buy AI services. This phase is a natural progression of the network. It will be an open marketplace for offering AI Algorithms as a service. This marketplace or exchange is where AI developers with a functional Algorithms can sell, rent or give out its service for a simple and easy payment with the Effect token. Each Algorithm will have its own wallet to allow for easy acceptance of transactions. Also within this marketplace, Algorithms have the ability to communicate and collaborate with other algorithms and and purchase services from each other."

This would seem to be what happens in everyday life, where a producer would in turn create a viable means of selling off his products, in other words, create a market place for the purpose of selling manufactured products to people with the acceptable exchange means; like money. If this is not done, the product might end up in his hands. The Effect Smart Market would serve as a shelve for displaying AI products for sale or rent, and the Effect token would be an acceptable means of payment.

Phase 3 - Effect Power
"The last phase provides a decentralized, distributed computational platform that will run popular deep learning frameworks. The Effect decentralized computer engine is based on popular deep-learning networks like Caffe, MXNet and Tensor flow. We want to distribute the computational power of all AI so there is not this one point of weakness. We can do this through partnerships with projects like Golem with their Super computer or create the framework ourselves."

The few with the mantle of AI technology today seem to act as Monarchs whose word is law, thereby silencing a whole lot of voices with glad tidings that would make a great impact in the world of AI. But this would only stifle breath out this awesome AI technology if it remains the same. But two good heads are better than one. Thereby, Putting AI in the hands of the Informed Many (Individuals and organizations with skills); instead of a selected elite group; would broaden the horizon of the AI technology, improve its functionality, efficiency and effectiveness. We could term this the "AI Democracy" - AI of the people, by the people and for the people.

QUESTIONS AND ANSWERS
How can effect force help employment in developing countries?

The first phase of the Effect Network; Effect Force - A decentralized mechanical turk which would decentralize and disseminate the creation of AI technology among many - would function greatly on human intelligence. With lots of micro tasks available, more hands would be required to get the various jobs done effectively. The advent of smart phones and computers as well as the increased awareness of Information and Communication Technology in developing countries like Nigeria, Ghana and others, has positioned a lot of people in these countries at vantage points, enabling them to harness ensuing opportunities from the realms of modern day technology as AI. This means that there exist many in these developing countries who would be eligible to carry out the purpose of the Effect Force; bringing about more employment in these countries. Moreover, a number of individuals in these countries have as well engaged in online tasks and businesses, increasing their exposure and willingness to contribute resourcefully to other viable tasks like the Effect Network.

How will fair and instant pay impact adaptability?

When it comes to pay, fair doesn’t necessarily mean equal. However, payment in accord with the amount of resourcefulness would encourage more involvement and willingness to take on more tasks, adapt to what's expected and delivery time, since all effort would be rewarded.
