Chinese Regulators to Crackdown on Recent ICOs

Is this the start of crackdown on all Chinese ICOs? So says the copy of an urgent notice from the Chinese government to the Office of the Fujian province dated Sept 3. The post further states that immediate action should be taken to clean-up recent ICO activities which are construed as illegal fund-raising in disguise leading to huge price speculation. A report on ICOs, trading and exchange platforms is to be submitted to the government by Sept 4.

There have been news that the Chinese regulators will take measures to the ICO industry. China Central Bank and the SFC are said to have participated in the ICO regulatory program research, the program will be based on "illegal financial institutions and illegal financial business activities to curb the approach" (State Council Decree No. 247). With these banning measures, what then, is the future of ICOs in China?

Some opinions have claimed this to be positive for blockchain company Onchain and their project Antshares recently rebranded as NEO and this crackdown could force all future ICOs to only run on NEO's blockchain.
