OK well I have a different view concerning this matter. Here.. Let's look at it from this angle. Not every child is going to be academically excellent in schools and there are some who for this reason will drop out of their own self will.. These children put themselves to work on the streets and take up minial jobs most between the ages of 10-13. In cases like this is the government supposed to be blamed for these children's actions
