Just put some damn weed in the front and smoke it. You sound inexperienced with weed so it's not likely that it will take connoisseur level herb to get you stoned. The pipe is called a "Chillum," and are some of the oldest style of pipe in existence. Different cultures had different designs and ways of using them. Pretty fascinating really, and pretty central to what modern cannabis use has become. Unfortunately this particular model can in theory be used to smoke drugs like crack, and for that reason attract more attention from cops, and have developed a bit of a stigma, so people tend to either avoid them, or buy larger, colored, hand blown ones that clearly look like cannabis pipes. But there's a 99% chance that nothing other than herb has been used in it. The black residue on it is called "resin." Just buildup from combusting carbon in a tiny glass tube over and over again. Not particularly unhealthy. All pipes that see use wind up resinated. It's just that with clear pipes they get the look after a just a few uses. Load up a few hits worth of your weed in the bowl and see where it takes you...
The black thing could also be tar if someone has been smoking his cannabis with tobacco. I smoke only green from my bong multiple times a day and it doesn't get so dirty compared to when I used to smoke my pot with tobacco.
That being said, I should go and soak my dirty bong and take the clean one from the closet. :D
