INDONESIA ELECTION: Seat Determination System

General elections will take place soon in Indonesia.

General election as a forum for democracy to choose leaders, becomes a warm talk in the community, be it coffee shops, guard posts or other gatherings.

They certainly have their own arguments about the election, whether it is about who they will vote for, who wins, who loses, who is the only puppet party, who is self-interested / group, who is really a candidate against the people and the system of determining candidates who will occupy seats in the legislature and executive.

For the seat determination system, the elections that took place immediately using the "Sainte Lague" method, this method is different from the method of determining seats that were carried out in the previous election, namely the "Qouta Hare" system where the determination of seats was done by searching in advance the Divider Voter Numbers (BPP).

This method of Sainte Lague is only used in elections in Indonesia and begins to take effect in the 2019 Election later. Andre Sainte Lague, a French mathematician who discovered this method. This vote counting system using Andre's system is dividing seats by dividing the incoming votes into 1, 3, 5, 7, and so on.

How to count it:

An electoral district (electoral district) has an allocation of 4 seats, and the votes for each party in the electoral district are as follows:

a. Party A received a total of 30,000 votes;
b. Party B won a total of 17,000 votes;
c. Party C won a total of 12,000 votes;
d. Party D obtained a total of 8,000 votes;
e. Party E obtained a total of 5,000 votes;

After the number of votes won by each party is known, then we look for the number of seats in each party.

First seat

The first seat is calculated by dividing 1. The trick is:
a. Party A: 30,000 / 1 = 30,000
b. Party B: 17,000 / 1 = 17,000
c. Party C: 12,000 / 1 = 12,000
d. Party D: 8,000 / 1 = 8,000
e. Party E: 5,000 / 1 = 5,000
The first seat belonged to Party A which had 30,000 votes.

Second seat

Because Party A has won (won one seat) in division 1, then for the second seat the Party A vote will be divided into 3, while the other party is still divided 1. The way to calculate the second seat is:
a. Party A: 30,000 / 3 = 10,000
b. Party B: 17,000 / 1 = 17,000
c. Party C: 12,000 / 1 = 12,000
d. Party D: 8,000 / 1 = 8,000
e. Party E: 5,000 / 1 = 5,000
Based on the results of the calculation above, the second seat belongs to Party B with 17,000 votes.

Third seat

Because Party A and Party B have already got seats in division 1, then for the 3rd seat they remain with division 3, while the votes of other parties are still divided by 1. So, how to count the 3rd seat is:
a. Party A: 30,000 / 3 = 10,000.
b. Party B: 17,000 / 3 = 5,666.
c. Party C: 12,000 / 1 = 12,000
d. Party D: 8,000 / 1 = 8,000
e. Party E: 5,000 / 1 = 5,000
Based on the results of the above calculations, the 3rd seat belongs to Party C with 12,000 votes.

Fourth seat

Because Party A, Party B and Party C have got seats with division 1, then for the division of the fourth seat of Party A, B and C will go to division 3, while the other Party is still with division 1.
a. Party A: 30,000 / 3 = 10,000
b. Party B: 17,000 / 3 = 5,666
c. Party C: 12,000 / 3 = 4,000
d. Party D 8,000 / 1 = 8,000
e. Party E: 5,000 / 1 = 5,000

Based on the results of the calculation above, the fourth seat belongs to Party A with 10,000 votes.

Sainte League method of voice conversion method felt more fair than using the Quata Hare method. With this Sainte League method, later parties that get a lot of votes will not feel their votes taken by other parties whose votes are smaller but gain seats.
