There's Halving mechanism, why isn't there a doubling mechanism?

Satoshi Nakamoto implemented halving to reduce supply of BTC to make it scarce, since he's so genius to make BTC mining halving every 4 years, why didn't he make it so that blocksize double every 4 years?

If he did that to blockchain, blocksize doubling every 4 years and no congestion will happen and there wouldn't be a need for a hard fork now.
