Adding Retry to some of the voting functions

I've taken a deeper look to the code relating to voting and it seems the call fails because of RPC node issues, therefore, the quickest way is to ensure we have a simple retry logics.

Hopefully this will improve the quality of the service, but as usual, if your votes are missing, contact me. Thanks.
