The irrefutable proof offered by the block chain sounds like a very good way to minimize welfare fraud (and double-spending). This can lead to major cost savings for the government, by not making fraudulent payments to welfare recipients. Furthermore, because of visibility, there is less fraud at the government level itself (i.e., bureaucrats stuffing their pockets with welfare funds).
