How could Block Chain technology solve pathological corruption in developing countries

"Brazil, the country of the future". This is what I've been listening since I was a 7 years old. I'm 30 today and things are not going as planned.

In April 2015, the national oil company - Petrobras - released "audited financial statements" showing $2.1 billion in bribes and a total of almost $17 billion in write-downs due to graft and overvalued assets, which the company characterized as a "conservative" estimate of the actual impact caused by the "Petrolão—Operation Car Wash", a criminal system where executives allegedly accepted bribes in return for awarding contracts to construction firms at inflated prices.

The investigation has included more than a hundred warrants for search and seizure, temporary and preventive detention and coercive measures, however many politicians (from left, right and centrist parties) who were involved were not prosecuted. Why? The federal police present charges, but the judges from the superior court remove them.

In my opinion, the problem is not the political party running the country but the centralization of the state. Brazil has 39 ministers (USA has 15, Germany has 14 and even Venezuela has less - 32). The government is huge and, consequently, the power on the hands of few is also immense.

So, there are 2 ways to solve the problem: 1- Replace all the crooks at once before they have the change to contaminate the next generation of politicians. 2- Decentralize and remove the power from the government.

Option 1 is just not practically feasible which leads us to option 2.

Block Chain applications have the power to do that. Think decentralization of retirement pension programs, investment programs for education/infrastructure/agriculture/health/.../, social security, etc.
