This is design is not bound to particular system such as Travelchain and SinglularityNET. For instance, in Travelchain there is a plan to implement multiple reputation agenices off-chain design option. In turn, in SingluarityNET, there is draft design for such system focused on single reputation agency on-chain.
It seems as though each user and service provider in the system will have a reputation which is transferable across platforms. This technology is going to be amazing when it achieves maturity.
