Like said earlier, SEC was pushing its limits on legal authority... Same has happened on other countries some years ago. Some people see it as form of corruption in sense of assuming guilty before proven innocent, which is literally the exact opposite of how modern legal system is expected to operate.

In other countries this has overloaded appeal courts to the extent that lower courts have overturned decisions on the grounds of mistrial.
