you can't , this is Steem Power, which cannot be cashed out right away ... the power down feature is 104 equal payments (one per week for two years) ..

So like a income for life ( as long as you only live for 2 years)
well, with starter steem power, it's not worth it at all to power down ... but the more you invest and post great things, eventually this can become good income ..
