Yes, Exhanges go down an awful lot when price goes down. It's been a good indicator for years. I'm just not entirely sure which comes first and why they go down...

There's probably something to both the market in general affecting it and DDOSing a big exchange. I'm still uncertain however. Remember MtGox? It used to go down after the price started dropping, but then again that might be because a DDOSer saw his opportunity.
