I have a scene about how one side is getting shot at, but its not effective fire,so rules of engagement dictate that the characters cannot fire back. Theres a short discussion about how this has gone on for the better part of an hour, being bored of the waiting, and then a round impacts much closer to them/the enemy has advanced to an effective range, and then the firefight begins.
The flashy parts can have more detail, but the long drawn out parts can be conveyed through narration or brief dialogue. If you're writing specifically about the long drawn out parts, i would suggest some of the books others have mentioned here.
