I am sorry for not giving more information as I am not certain how it will be received. Bertrand Russel used to be one of my heros and I read many of his books at college. But I discovered that he belonged to the 'globalists' who advocated a one world government idea. You could follow up from here:

The Globalists or supporters of 'One World Government' wants a dictatorship of the Western elites to issue global governance and a 'world court' to manage resources, population etc. of all the countries in the world!! This has been the causes of wars and misery around the world until today!
This is not easy to answer. You probably have read more of Russell's work than I did. I don't know what he himself expressed about world government. I am not sure if R. really wanted a One World Government or if he only predicted one. Like many people saw the coming of a united Europe. Or before some great German thinkers wished and foresaw a German state which evolved out of many tiny principalities. I have to dive deeper here.
