More/smaller rewards also means BR helps lift more minnows into regular earnnings but means they'll eventually grow out of needing BR - thus leaving more rewards for upcoming minnows.
I think upvoting more people is better so you can kind of spread faster. It could also bring more people to steemit and that's what a lot of people would like to see.
