It raises a lot of complex questions and it can lead to distributing acts.
I know when judges were asked about granting various animals human rights, they always said no. Robots will be in the same position until theybcan pass the Turing Test and no ome knows the difference.
That being said I think we should allow this but just warn them they are going on a list to be monitored and must contact professionals for help if they feel like committing an actual crime.
