Talking about Unis and schools closing, no events over 100 people allowed, no outdoor events over 500 bla bla bla - they don't know what to do, but not to be seen as useless and incompetent (as they are) this is the reaction. And the papers are going with it.
As this is playing out in China, there are already a great number of cases that are recovered, and new infections are slowing down.
