Reason people of color still create child and how you can stop it

Reason:
One of reason people of color cloud still create child could be that, if in middle age the parents needed medical service they will give their doctor this message:
"killing them will not stop them from having kid. because they already have them."

How this belief can stopped:

Usually very small portion of a society get serious illness when they are young (childless). For stopping this belief what doctors can do is not harming these childless colored patients. If others in family and friend see a young (childless) colored person has received correct medical service, it changes this belief that as colored person for receiving correct medical service you need to be a family guy. In anyway, these patients are very small portion of their society , so killing them has little effect on population.
I don't want to suggest evil thing about those patients that have children.
