Was the artist on drugs?

Okay I saw this picture and got mad as h e double hockey sticks (I don't know if I can curse on here). Whoever drew this needs to get another line of work. This looks nothing like who it is supposed to portray (Michelle Obama). What in the world? I have questions. Where did they find this person? Did they check credentials? References? Look at previous work? I need answers. You decide...!
