Act 22 $5,000 annual requirement passed the Senate yesterday. On to PROMESA committee & House for amendments to clarify if retroactive or not (my guess).

 If it remains retroactive, will result in chilling effect on all decree holders & potential class action lawsuit. We'll see what PROMESA says.
