This is actually a part of the culture in some middle eastern countries and probably other countries too. I'm referring to an account of an American soldier who was suspended and only recently reinstated for beating up the head of the afghan militia in his area.

The afgahn soldiers would keep young boys as sex slaves. Naturally the American soldiers wanted nothing to do with it, so they attacked their afghan allies and freed the young boys.
