After flags, funds should get to others in theory, but I don't believe it does. There are too many other whales/orcas/dolphins circle-voting for the minnows to actually benefit from the "returned funds". Only way to make sure a minnow gets anything is by manually upvoting them. This I believe is where our opinions differ.
