Proposal Progress: steemd runs on Ubuntu20.04! (At least a good sign)

Progress Update

As I mentioned a few days ago, some tests are still failing:

I thought I broke it - but it turns out the tests are also failing on "main" branch.

I then ran /usr/local/steemd/bin/steemd --replay-blockchain

TLDR; and next steps

1. steemd builds on ubuntu20.04
2. websocketpp upgraded to latest version
3. rocksdb upgraded to latest version
4. tests are failing (even on main branch)

Next steps:

1. fix tests
2. perform intensive tests
3. build/test on ubuntu22 and 24 (I guess it will be a lot easier since I have already addressed the C++ incompatibility issues in the steemd source code).
4. build/test on azurelinux.
5. tidy up docs and CI.
