Proposal Progress: Boost 1.78 Breaks many C++ code

Progress Update

I've used the following command to upgrade to Boost 1.78 - which may be put in the Docker file later:

wget https://archives.boost.io/release/1.78.0/source/boost_1_78_0.tar.gz
tar -xvzf boost_1_78_0.tar.gz
cd boost_1_78_0
./bootstrap.sh
./b2
sudo ./b2 install

The following error is a compiler error e.g. static_assert which may be due to the size change from memory alignment. I can fix this error - but not sure if this may cause a bigger problem later.
