Proposal Progress: Added Ubuntu 22.04 Support for steemd

Progress Update

I've finally resolved the issues for both Ubuntu20.04 and Ubuntu22.04. I've tested both from a fresh start (or git clean -dfx)

The following functionality has been tested and verified on both Ubuntu 20.04 and 22.04:

• Block generation
• Block catch-up
• RPC port access via curl test
• steemd restart behavior
